I use the following code to display the upgrade notice only in Internet Explorer 6 and below. For obvious reasons, the notice on this demo page is shown in every browser.

The page containing the details explaining users why and how to upgrade has not yet been written. It should contain details on flaws found in Internet Explorer 6 as well as download links to IE 7 and recent versions of Firefox, Opera and Safari. Additionally, it should contain a pre-defined email message that users can send to their system administrators in case they can not or do not want to upgrade themselves.
